According to an article by George Avalos, such an addition to the city's housing stock "would far outstrip the historic pace of home building in that community."
The mayor would accomplish this lofty housing goal by directing to housing toward downtown Jan Jose and transit oriented development, but the article does not say zoning or other regulatory changes would be necessary to achieve the intended goal.
