Expect property tax reform to be in the news in 2019.

Prop 13 is no longer off-limits, according to an article by Joe Garofoli.
"Politicians have feared for their careers if they dared suggest changes to the measure that capped property taxes, took a scythe to government spending and spawned antitax initiatives across the country."
But that's no longer case, as the state could add two consequential reforms to property tax law in the state in the upcoming year: 1) "making businesses pay more" (the "split roll") and 2) "ending a sweetheart deal for people who inherit homes and their low tax bills, then turn a profit by renting them out."
Garofoli goes into more detail about how the political winds are shifting to reform in the city, which is very recent development, considering Prop. 13 polled very well with the public as recently as September 2018.
