The Clean Cars 4 All program provides incentives for low-income Californians to replace old, polluting cars with an electric car or a transit pass. Now residents can also choose electric-assist bikes and bikeshare as a mobility option.

Governor Gavin Newsom signed Senate Bill 400 (SB 400), authored by Senator Thomas J. Umberg (D-Santa Ana), into law this week. The bill adds bikeshare and e-bikes as mobility options in the Clean Cars 4 All program, which offers the state's residents incentives for turning in old, polluting cars.
A press release from the office of Umberg and the California Bicycle Coalition announced the new law's signing.
The Clean Cars 4 All program previously only provided support for buying electric, hybrid, and plug-in cars and mobility options like car-sharing memberships and transit passes, according to the press release.
An article written by Melanie Curry in April 2019 provides background on research from the UC Davis’ Institute of Transportation Studies that helped make the case for the new law.
