Zoning Change Protects Mobile Homes as Affordable Housing

The increasingly expensive city of Portland views mobile homes as a critical form of affordable housing.

"A tweak to Portland's zoning code will make it more difficult to redevelop mobile home parks, an effort to preserve the low-cost housing they provide," reports Eliot Njus.

The City Council approved a new zone for 56 of the city's mobile home parks, according to Njus. In total, the new zones account for 3,000 households.

Six mobile home parks have closed in Portland in the past two years, as developers and property owners look to capitalize on the value of the land occupied by mobile homes. In exchange for the more restrictive zoning, property owners can sell their unused density for development elsewhere in the city.
