Inclusionary Zoning Feasible For Los Angeles

A new study finds that inclusionary zoning did not have a negative impact on housing production in California cities.

"Rosen looked at 28 California cities in Los Angeles, Orange, San Diego, San Francisco and Sacramento counties, both with and without inclusionary zoning, and concluded that inclusionary zoning did not have a negative impact on housing production. Interestingly, Rosen noted that decreases in housing production most closely tracked unemployment rates and that the 1986 Tax Reform Act coincided with a sharp decrease in building."
