"The urban limit line also has emerged as a stumbling block as city and county leaders consider re-authorizing Contra Costa's transportation tax. Supervisors are interested in withholding some tax dollars from cities that fail to adopt the boundary in their general plan... If successful, the move could undermine an effort by East County cities to expand the line to allow for more development."
