"Although growth control has been an issue for years in communities close to Baltimore, the debates are intensifying in some counties and reaching out to towns far from the downtown hub. Home building has been shut down in neighborhoods surrounding nearly 40 crowded schools in Baltimore's suburbs, and the proposed restrictions would affect much more land."
