Under state law, counties and cities must devise new rules for so-called "second-dwelling units" to help ease the state's affordable housing crisis.
"The state law, AB 1866, throws out most of that red tape. If property owners comply with basic zoning and parcel-size rules, the law allows them to get over-the-counter permits instead of wrestling with long application forms, environmental reviews, notices to neighbors, public hearings and approvals by elected boards. Local governments, however, can still consider traffic and water issues in certain areas."
