Ramsey has been for years the poster child for urban sprawl where people moved up and bought inexpensive land for their starter homes,' said Jim Norman, Ramsey's city administrator. The Ramsey Town Center 'will place Ramsey as one of the hubs of the metropolitan area, a destination.'"
