"Memorial Day heralds the fourth season of Virginia Beach's No Bad Behavior public decency campaign, and city officials say it's going swimmingly, thank you very much. Their effort to turn Virginia Beach into a family-friendly destination helped bring a record 3 million visitors last year while other tourist attractions in the state suffered, and officials are expecting another banner year."
