" San Diego and Tijuana, a region plagued with innumerable growing pains, could exceed 16 million people in the next 100 years without ruining the environment, according to a plan to be presented at a conference in Tokyo next week.Prepared by the San Diego Regional Energy Office and backed by a host of federal, state and local groups, the nearly $1 million design is a joint U.S.-Mexican entry in a first-of-its-kind international competition on sustainable growth.
