"In a recent bold–or bald–move, planners in San Luis Obispo [CA] decided to make a few discreet and momentous changes to the city's general plan, gutting language that provided some of the document's strongest municipal environmental shields... When the revised general plan and its eviscerated conservation element appeared before the planning commission several weeks ago for approval, an opposing front materialized, ready for war."
