Ninety-five percent of Maryland's trips are by way of private automobile. Former Gov. Parris Glendening's smart growth policies are to be overturned.

"Former Democratic Gov. Parris Glendening, a nationally known advocate of smart growth policies designed to reduce sprawling development, was a strong proponent of mass transit. He halted planning for the Intercounty Connector, a major highway project in the Washington suburbs, while espousing construction of the Washington Metrorail's proposed Purple Line, double-tracking of the Baltimore light rail system and improved bus service in rural areas."
