Delaware's (Ohio) new master plan envisions a landscaped, six-lane boulevard to reunify the city and promote riverfront development.

"In the 1950s,... the state built the elevated bypass parallel to the west bank of the Olentangy River. The master plan describes the bypass as 'a tear in the downtown,' and that removing it would 'provide pedestrian access to the river, create an inviting entrance to the downtown and create development opportunities."
