"Current land use practices in the United States -- from asphalt paving to irrigation -- seem to be contributing twice as much to global climate change as scientists previously thought, a discovery that portends difficult decisions ahead for future land use planners, developers and zoning commissions.New evidence comes from two University of Maryland researchers... If land use is a major factor in global warming, this raises difficulties for anyone attempting to deal with the issue -- and not just among scientists. In the United States, most land use questions are raised and resolved at the local level, while climate issues are the purview of national and international institutions."
