Clifford Hagen writes an opinion piece in support of a rezoning process underway in the borough. "[The department of City Planning] is proposing an update to that outdated zoning, with clearer rules for homeowners and communities that better protect the beautiful environment and character of our Borough of Parks," according to Hagen.
Hagen lays out his case for the rezoning plan more specifically, citing the current zoning's restrictive aspects for single-family zoning and for its lack of attention to the effects of zoning and development on the natural systems of the borough—like its parks. Hagen also critiques the inconsistent application of the zoning rules, which "has resulted in a lack of predictability and transparency for homeowners and their neighbors," and "a level of distrust."
Hagen is a resident Staten Island, president of Protectors of Pine Oak Woods, and a member of the Staten Island Special Districts Update Working Group.
