When Gov. Robert L. Ehrlich Jr. dismissed the top officers of the Governor's Office of Smart Growth this month, it signaled to many the end of the groundbreaking land protection strategy that has earned Maryland a national reputation.Ehrlich calls the decision part of his effort to streamline government, but critics see it as a political move by the state's new Republican governor to distance himself from an issue so closely associated with his Democratic predecessor. And, they say, it is the latest sign of Ehrlich's lack of regard for the environment.
