Buffalo's first master plan in more than 25 years calls for investing $3.1 billion in public and private funds over the next decade to build new housing, spur economic development, modernize schools and enhance "quality of life."

The Buffalo Comprehensive Plan has been developed as a strategic physical land use plan that provides a vision of the future of the City as Queen City of the Great Lakes, and framework for the rebuilding and redevelopment of Buffalo to the year 2025.The goal of the Plan is to transform Buffalo as the urban center of the Buffalo-Niagara Region through a process of managed physical change that integrates economic, social, and environmental considerations,and restores the economic well-being, the environmental health and population of the city,
