The U.S. Army Corps of Engineers and William Mulholland, the early 20th century Los Angeles water czar who reengineered an entire state's water supply to allow the building of a city in the desert, turned the Los Angeles River into a concrete flood control channel. Now, decades later, LA residents want their river back.
