His 14-year tenure has been marked by the unpredictable and the unexpected - from his leadership on school choice to his removal of a major expressway in downtown. Just this week, Mayor Norquist announced that he will leave office four months early in January 2004 to serve as the president of the Congress for the New Urbanism.
