While San Diego's planning successes are the envy of many, big infrastructure projects face major problems.

San Diego's planning successes include the GasLamp Quarter, a trolley system, a successful hotel and convention center expansion. However, when it comes to big-ticket infrastructure items like a replacement airport for aging and landlocked Lindbergh Airfield, a new ballpack, and even development of the 1985 Horton Plaza, San Diego has faced planning and political problems seldom seen in other comparably-sized cities. The probelm is so dramatic that legislation sponsored by Sen. Steve Peace (D-El Cajon) is being considered to give San Diego County decision making authority.
