Last month, Joni Earl, a 49-year-old native Washingtonian who has spent her entire adult life in government, quietly marked her second year as executive director of Sound TransitThe debate over whether rail is a worthy investment will continue for decades, with both sides pointing to increasingly complex evidence in the form of land-use patterns, population growth, implementation of multibillion-dollar projects, and thousands of actual riders on trains. Earl already has chosen sides in that debate. She is now trying to build the rail one baby step at a time."
