San Bernardino's Development 'Donut Hole'

AB 1544 would require City of Redlands city to provide services in unincorporated San Bernardino, but receive no development fees.

Assembly Bill 1544 would allow a development project on a "donut hole" -- 1,2000 unincorporated acres in San Bernardino, surrounded by the City of Redlands. The City would not receive development fees from the project, but would be required to provide street and utility services even if the land isn't annexed. Specifically, AB 1544 would allow local agencies other than Redlands to provide water and sewer services to the 50-acre shopping center located within the donut hole. Previous efforts to annex the property have failed, raising the specter of similar legislation for other development projects. AB 1544 was approved and sent to Governor Davis for approval or veto on June 12, 2000.
