Toronto Doomed Without A Visionary Leader, Top Planner Says

Toronto's chief planner throws down the gauntlet to the city's mayoralty candidates.

Toronto is doomed unless the next mayor pulls off a magical transformation, Toronto's chief planner Paul Bedford told the Canadian Urban Institute. "The new mayor must be prepared to make very tough calls, be brave, and do the right thing," he said. "If change doesn't occur, Toronto will become a shell of itself."The city has urgent needs, declining infrastructure, and no money. Still, Bedford remains optimistic that one of the mayoral candidates will emerge to lead, not just manage, "and develop a compelling vision that is widely shared."
