In Baltimore, drivers, pedestrians and contractors alike are feeling the woes of building in tight spaces.

"Drivers in Baltimore are increasingly hamstrung by construction projects that spill out into public streets, and pedestrians often find themselves pushed into traffic when contractors take over sidewalks to store equipment and dump debris." While the City acknowleges that "some contractors have been violating their permits...and they are stepping up enforcement to push contractors back, they are also saying that "such inconveniences are the price of progress and contractors need to use city streets because of the difficulties of building in tight spaces downtown."
