Housing and community development experts Jan Breidenbach and Robert Barragan lay our a strong economic argument for using the state's budget surplus to develop affordable housing in Los Angeles. If people can't afford housing, they will stop spending discretionary income, and the economy will grind to a halt. Breidenbach and Barragan call on Governor Davis to sign the state's largest-ever housing budget proposal with $575 million for housing, including $250 million for rental housing. Jan Breidenbach is executive director of the Southern California Association of Non-Profit Housing. Roberto Barragan is president of the Valley Economic Development Center, a nonprofit community lender.
