"With the western United States in the midst of its most severe drought since the Dust Bowl of the 1930s, new development is under intense scrutiny. Education programs and consciousness-raising advertisements, such as Denver's "It's a Drought...Do Something!" campaign, are keeping the topic at the forefront of public awareness. Citizens are being encouraged to report illicit water consumption, and violators may be subject to fines of up to $1,000 for repeat offenses. Cities like Denver are imposing restrictions on lawn watering and car washing, and rebate and incentive programs for low-flow toilets, showerheads, and appliances are putting a burden of responsibility on even more private aspects of daily life."
