Land Use Changes By Referendum Only

A petition drive in Florida calls for a constitutional amendment that would forbid land-use changes without a referendum.

The lawyers say a constitutional amendment to put land use changes in the voters hands is necessary because local government has been reluctant to halt runaway development. If the petition drive succeeds, the constitutional amendment will be on the 2004 general election ballot. Approval would take the power to regulate land use away from city and county elected officials and give it to voters.
