Nearby buildings may no longer be protected in the event of a severe flood after the county filled up the Fletcher Flood Control Basin in the city of Orange, California. The county is criticized for not preparing an Environmental Impact Report or conducting any biological or engineering studies. Surprisingly, the county never issued any work orders or permits authorizing the filling either. It may cost $1 million to repair the damage to the Fletcher Flood Control Basin.
