The fastest growing city in Oregon tries to avoid looking like its boomtown neighbor to the south.

"Redmond's geography has spurred its growth, but that growth has brought a variety of urban challenges that range from traffic congestion to outpaced sewer and water capacity. FBI statistics in 2001 said Redmond had the highest crime rate in the state -- mainly because of property crimes. Schools are crowded, and a bond measure to build a high school failed because property taxes already are among the highest in the region. Property taxes are high because there is not a diverse industrial base to help with infrastructure costs."
