Downtown Richmond has long suffered from a lack of on-street parking, much of it because of 1950s-style regulations which cleared on-street parking during rush hour. These rules favored suburban commuters over downtown residents and shoppers, who were towed. Now that traffic patterns have changed, can these restrictions be removed to spur downtown residents and retail?
