Some early experiments at mixing incomes in developments around Chicago's Cabrini-Green community are just not working.

"It was billed as the future of public housing--clean and modern dwellings where former Cabrini-Green residents would live side by side with those who could afford expensive condominiums. But only two years since people from Cabrini-Green began moving into the Orchard Park development on the trendy Near North Side, 7-foot iron fencing now separates many of the low-income residents from their more affluent neighbors."
