California construction projects worth $1.4 billion risk being halted if state cannot meet federal air-quality goals.

Transportation and construction projects in California valued at $1.4 billion may be halted ifthe state cannot revise a smog plan by Sept. 30. Projects at risk --upto 40 in Orange County alone, also include long planned traffic congestionrelief projects in Los Angeles, Riverside, and San Bernardino counties.The Southern California Association of Governments, (SCAG)says that the state may not meet pollution-reduction goals and a construction freeze is likely.
