The president...also urged Congress to approve his long-stalled energy plan, which he said would help prevent electrical blackouts." Activists who shadowed Bush on his tour, condemned his environmental record, "which they said favors the logging, oil and mining industries while doing little to protect natural resources." Bush responded to his critics by saying that "a balance could be struck between environmental concerns and economic needs."
