Measure F, which Orange County residents passed in March, 2000, requires two-thirds voter approval before Orange County Supervisors can approve airport projects, hazardous-waste landfills, or large jails near homes. Leland Wong, a Los Angeles Board of Airport Commissioners has requested a report into whether it is legal to then charge Orange County residents for use of LAX, arguing that LAX will bear the impact of Orange County's decision not to expand or build a new airport. As much as 96% of air cargo that's generated in Orange County is trucked to LAX or other airports. Cargo traffic in the region is expected to triple by 2020.
