This years state budget relys on borrowing, rollovers, and city revenue to decrease the deficit. The cities have had enough.

Frequently in California, state legislators use money usually reserved for local governments to make-up for budger shortfalls. Much to the chagrin of local governments, this year was no different. TPR recently caught up with Ronald O. Loveridge, Mayor of Riverside and President of the California League of Cities, to discuss the CLC's reaction to the new state budget and prospects for reforming the state-locla fiscla relationship.
