The 51-mile river, which empties in Long Beach, has long been the focus of environmentalists and elected leaders who have proposed numerous plans to restore the blighted stretch. The river has been plagued with a loss of natural habitat, graffiti on the paved sections through Downtown, and is often littered with cars, shopping carts, paint cans, trash bags and Styrofoam cups... [The river] 'can be a respite from our urban stresses rather than an eyesore that should be hidden behind walls and barbed wire.' "
