"Federal transportation officials said yesterday they will not sign a $500 million agreement with Sound Transit to finance light rail in Seattle unless an important congressman reverses himself and supports the project. On Wednesday, Rep. Ernest Istook, R-Okla., chairman of the House transportation-spending committee, expressed his "formal disapproval" of the half-billion-dollar grant, which Sound Transit says is essential to breaking ground on the planned 14-mile Seattle-to-Tukwila light-rail route."
