"The current home 'is like a Third World building. I mean, you can't drink the water,' bureau director Louis Kincannon said. Help is on the way. Ground will be broken Tuesday [September 16, 2003]on a new home - a sleek, eight-floor, environmentally friendly structure that will cost taxpayers about $331 million by the time it's completed in March 2007."
