Yard waste from Los Angeles recycling bins is used as mulch in Ventura County farmlands. But bits of metal, plastic bottles, and other trash tossed in with yard waste is ending upon these farm and harming agriculture. A draft ordinance with stricter requirements onyard waste processing is being considered by a committee of farmers and the agriculturalcommissioner.
