"Thousands of what are known as abusive structures across Italy will soon benefit from an amnesty granted by Prime Minister Silvio Berlusconi's government. Luxurious villas as well as modest homes and additions, newly created windows and staircases to rooftops, big and small hotels and offices buildings -- all built without permits in defiance of construction laws -- will suddenly, for a fee, be legalized."
