As transit improvement projects fall behind schedule in Boston, several groups are trying to get to the bottom of it.

"The state has fallen badly behind on several transit projects that were supposed to accompany the Big Dig--a failure to comply with legal commitments that could result in a $25,000-a-day fine or the withholding of all federal transportation funds for the region, according to oversight groups that have reviewed the state's latest progress report on the projects....State officials first committed to the transit projects...more than a decade ago to secure support for the Big Dig among environmentalists. Federal officials worried that the projects would result in more car use and worsen air pollution....The latest report, issued by the state transportation agency last month, shows little progress on the transit improvements....'They've missed deadlines, their reporting is inadequate, and they have no plan to pay for a number of the projects....'"
