Wal-mart announced that environmental concerns were behind its plans to build over the recharge zone of the largest aquifer in Central Texas. Community opposition, due to increase traffic, had little to do with the decision, according to company officials, who also claimed the company had never cancelled plans "solely" because of opposition. The developer claims that the land is in more danger now because the next company to come along might not be as willing to go beyond the city's water quality protection rules.
