Between 1991 and 1999 more professional policing, with an assist from demography (fewer young males), reduced violent crime nationally more than 25 percent. Former New York and current Los Angeles police chief William Bratton has led the charge, recently campaigning for a critical mass of officers to give law enforcement the key to tipping a city against crime: consistency Give me 3,000 more cops, Bratton says, and I'll make this the safest city in America in two years. The price tag for these cops, according to Will, is a modest price for an urban renaissance.
