California Planning and Development Report editor and planning expert Bill Fulton argues that the Governor's Congestion Relief Plan Bypasses Traditional Transportation Planning System: "No government planning process is more given to cumbersome bureaucratic procedures than transportation planning. But the very bureaucratic denseness of this system reveals the solid public policy logic on which it is based. This systematic approach contrasts greatly with Gov. Davis's "Transportation Congestion Relief Plan," which appears to be both a series of paybacks to the governor's supporters and an attempt to manipulate local transportation funding decisions."
