"Kingsport, Tennessee -- planned by renowned planner John Nolen in 1917 -- received national recogntion placing "third out of 10 nationwide finalists for Metropolitan Planning Organizations under 200,000 population...This is the first time Kingsport has submitted an award application of this type. It was a joint submittal with the consultant. A citizens group also worked on the project."
