Plans to construct 15 large windmills atop a mountain runs into zoning conflicts in Tennessee.

"This article details the conflict between zoning and the development of wind powered generation in one county in Tennessee, an issue developers will face as the market for wind power expands: 'There is a concern that we have a fall zone of 1-to-1,' Clark said. According to Invenergy documents, the owner of the property the company is leasing for the windmills is Coal Creek Mining and Manufacturing Co. While that company has granted waivers of setback agreements, Clark has indicated those waivers are insufficient to meet zoning codes."
