A Bay City News article describes a new rail program that promises to bring improvements to Northern California's rail system and accommodate a growing population. Known as Link21, the program "would include the construction of a second transbay rail tunnel by 2040 and additional rail system improvements across the 21-county Northern California megaregion in an effort to reduce vehicle traffic and make public transit more accessible." The program is partially financed by Measure RR and state resources, but will require more funding sources to complete the tunnel and other proposed projects.
The Northern California megaregion is currently home to roughly 12.2 million people but its population is on pace to expand to 16 million people by 2050, according to a report by the Bay Area Council Economic Institute.
Officials hope the program will make it possible to expand service hours and make other enhancements to local rail services while reducing congestion and minimizing single-occupancy vehicle trips.
