"Recently, Cleveland officials announced a goal of returning the city's population to 500,000 from the current 467,000. Then the Census Bureau reported that Cleveland's population declined 10,500 between 2000 and 2002. At that rate, the city will lose another 42,000 by 2010. Talk about going up a down escalator. Unfortunately, the escalator is powered by forces over which Cleveland has no control, and which make population loss virtually inescapable."
