"California's population has increased by 60 percent during the last 28 years, the number of motor vehicles has doubled to more than 28 million, an average increase of more than 1,300 vehicles every day. And total automotive travel in the state has increased even faster, which means congestion. California's future depends on many things, but one of them, certainly, is the restoration of an efficient transportation system. If we don't want to rely on cars, we should invest in something else. But whatever we do, we cannot continue to pretend that this crisis doesn't exist."
